This bill removes exemptions that previously protected motor vehicle rental or leasing companies and holders of certain special registration plates from liability for traffic violations caught by traffic control signal monitoring systems, which are devices that record vehicles running red lights, and speed monitoring systems, which are devices that record vehicles exceeding the speed limit by at least 12 miles per hour. Previously, the "owner" of a vehicle for the purposes of these citations did not include rental companies or those with specific registration plates, meaning these entities were not held responsible for violations recorded by these systems. This change, effective October 1, 2026, means that rental companies and those with these special plates will now be subject to civil penalties for violations captured by these automated enforcement systems, similar to other vehicle owners.
