This bill, titled the "Efficiency Adjustment Delay Act," amends Title XVIII of the Social Security Act to postpone the implementation of a policy that adjusts "work relative value units" (work RVUs) under Medicare's physician fee schedule, which are used to determine how much Medicare pays physicians for their services. Specifically, it prevents the Secretary of Health and Human Services from enacting an efficiency adjustment to work RVUs, as outlined in a November 2025 final rule, before January 1, 2030. Before this adjustment can be implemented, the Secretary must submit a report to Congress assessing the necessity of a one-time, across-the-board adjustment to work RVUs for services not revalued in the preceding 10 years, and consult with affected physician groups. The bill also includes conditions for future implementation, such as not applying the adjustment to recently revalued services and establishing a specific calculation methodology, and prohibits more than one such efficiency adjustment. Additionally, the bill makes changes to the "conversion factor," which is a multiplier used in calculating physician payments, by adjusting the percentage updates for both qualifying and non-qualifying Alternative Payment Model (APM) conversion factors for the years 2026 through 2027 and subsequent years.
