This bill requires that before a qualified provider, which is defined elsewhere in the law as a healthcare professional authorized to perform abortions, can perform a procedure to terminate a pregnancy, they must inform the patient about the nature of the procedure and its potential risks, including depression, infection, hemorrhage, breast cancer, danger to future pregnancies, infertility, and regret. The provider must then obtain the patient's signed, written informed consent, and a copy of this consent must be kept in the patient's medical record. This change to existing Maryland law regarding abortion services will take effect on October 1, 2026.
