This bill establishes that if a parking ticket is issued for a vehicle while it is being repaired, stored, or serviced by an "auto repair or storage facility" – defined as a business that works on vehicles for payment – the facility, not the vehicle's owner, will be responsible for the ticket and any associated fines or late fees. The bill also clarifies that "custody or control" means the vehicle is in the possession of the facility under a repair order, service agreement, or similar authorization from the owner. Furthermore, it prevents these facilities from forcing customers to give up their rights under this law as a condition of receiving service, and it allows parking enforcement agencies to reissue tickets directly to the facility if there's evidence the vehicle was in their care at the time of the violation.
