This bill requires the Charles County Board of Education to follow specific procedures before ending a contract with a company that provides student bus transportation services, a process defined as "displacement" in the bill, which means the Board taking over the service in a way that prevents the current company from continuing. Before any such displacement, the Board must first provide written notice to all affected companies at least 45 days before holding a public hearing, and then publicly announce this hearing by publishing it in a local newspaper for two consecutive weeks. Following this public hearing, and at least two years before the actual displacement occurs, the Board must send a formal written notice by registered mail to the company being displaced, though this two-year notice period can be shortened if the Board compensates the company for its gross receipts over the previous 24 months, or if both parties agree to a different arrangement, or if the company itself stops providing the service.
