This bill, titled the "United States-Israel Framework for Upgraded Technologies, Unified Research, and Enhanced Security (FUTURES) Act of 2026," aims to strengthen defense cooperation between the United States and Israel by establishing a new initiative. This initiative, to be called the "United States-Israel Defense Technology Cooperation Initiative," will be led by the Secretary of Defense and will focus on accelerating joint research, development, testing, evaluation, integration, and industrial cooperation in various defense technology areas. These areas include counter-unmanned systems, anti-tunneling, missile and air defense, artificial intelligence, cyber defense, biotechnology, and other emerging technologies. The bill also mandates that the Secretary of Defense report to Congress on the initiative's progress, including an interim update within 180 days of enactment and annual reports thereafter, detailing activities, progress, collaborations, and recommendations. Furthermore, it authorizes $150 million annually for fiscal years 2027 through 2029 to carry out the provisions of this Act, with the goal of enhancing both nations' security and technological capabilities.
