This bill, titled the "Defending the Human Rights of Palestinian Children and Families Living Under Israeli Military Occupation Act," aims to prohibit U.S. funds provided as assistance to the Government of Israel from being used to support certain actions that violate international law. Specifically, it would prevent U.S. funds from being used to support the military detention, interrogation, abuse, or ill-treatment of Palestinian children, including practices like torture, cruel treatment, coercive interrogations, administrative detention without charge or trial, or denial of access to legal counsel. Furthermore, the bill would prohibit U.S. funds from supporting the seizure, destruction, or appropriation of Palestinian property, the forcible transfer of Palestinian civilians in the occupied West Bank, or any activities that facilitate or support the unilateral annexation of Palestinian land by Israel. The bill also mandates annual certifications from the Secretary of State to Congress confirming compliance with these restrictions, or detailing any violations and the funds involved, and requires additional reporting on Israeli practices concerning Palestinian children and property, as well as settlement activities. Finally, it calls for a Government Accountability Office (GAO) report to analyze how U.S. funds for "offshore procurement" (allowing Israel to purchase defense articles produced in Israel using U.S. aid) are used and whether they indirectly support illegal Israeli settlement activity.
