This bill establishes new annual emission limits for particulate matter and nitrogen oxides from specific industrial sources, known as "point sources," within certain counties in Utah. These counties are defined as "major nonattainment counties," meaning they are classified as first or second class and are designated by federal law (specifically 42 U.S.C. Sec. 7501) as areas not meeting air quality standards for ozone, PM2.5 (particulate matter approximately 2.5 micrometers or smaller in diameter), or nitrogen oxides.
