This bill establishes the Real Timbers Crime Prevention and Improvement District in Orleans Parish, a political subdivision of the state, to promote beautification, security, and overall betterment within a specific area defined by Iowa Street, Amazon Street, Delaware Street, Memorial Park Drive, Kansas Street, and Hudson Street. The district will be governed by a seven-member board of commissioners, consisting of four officers from the Real Timbers Homeowners Association and three residents appointed by the association, who will serve without compensation but can be reimbursed for expenses. This board will have the power to sue and be sued, adopt a seal, receive and expend funds, enter into contracts, provide enhanced security patrols and lighting, and acquire necessary items for the district's purposes. To fund these activities, the city of New Orleans may impose a parcel fee of up to $315 per year per parcel, which must be approved by a majority of registered voters in the district and can be renewed for up to five-year terms. The fee will be collected with property taxes, and any unpaid fees will be treated as delinquent taxes. The proceeds will be used solely for the district's benefit, with the city retaining one percent as a collection fee. The district can also accept voluntary contributions and grants, and its operations will be subject to the Louisiana Local Government Budget Act and audits by the legislative auditor. Importantly, any security personnel and services funded by this district are intended to supplement, not replace, those provided by the New Orleans Police Department. The bill also includes provisions for indemnifying and limiting the liability of board members for acts taken in good faith within the scope of their duties.
