This bill amends existing law to expand access and functionality of the "Student Achievement Backpack," a digital learner profile for students from kindergarten through 12th grade, by redefining who qualifies as an "authorized user" to include the student themselves and their parents or legal guardians, in addition to school administrators and teachers (referred to as "authorized LEA users"). It clarifies that the Student Achievement Backpack is a state-provided system that enables "multi-institutional, longitudinal learner visibility," meaning it allows for a continuous view of student information across different schools and programs without replacing the primary record-keeping systems of local education agencies (LEAs) or the state, and emphasizes "zero data transfer or storage" and "system- and vendor-agnostic interoperability," ensuring data remains in its original source and the system works with various platforms. The bill also details the types of student data that will be included, such as enrollment, attendance, academic progress, and transcript information, and mandates that the state board procure a provider for this system by July 1, 2027, with the goal of making the Student Achievement Backpack easily accessible to all authorized users by that date, while also reinforcing that LEAs remain responsible for the accuracy and correction of their own student data.
