This bill amends Rhode Island General Laws Section 31-15-2, which deals with the use of lanes on roadways, to specifically address limited access highways, which are highways with controlled entry and exit points, often referred to as expressways or freeways. The key provision is the addition of a new subsection (b) that designates the extreme left-hand lane on any multi-lane, limited access highway as exclusively for passing slower vehicles. Driving in this lane when not actively passing another vehicle will now be considered a violation of this section and will be subject to the fines outlined in Section 31-41.1-4. The bill also clarifies that existing rules about slower traffic keeping to the right and exceptions for preparing to turn left still apply. This act will become law immediately upon its passage.
