The bill clarifies that an urban renewal agency cannot deny a district's withdrawal request if there are no outstanding debts or obligations being funded by that district's portion of the revenue allocation, or if the agency has enough revenue from other sources to cover those debts. It also defines "contractual obligation" for the purposes of these withdrawal provisions. The bill also includes an emergency clause, meaning it will take effect immediately upon passage and approval.
