This bill amends existing Idaho law to clarify how counties can manage solid waste disposal systems, allowing them to use their own employees and equipment, contract with private companies, or work with other government entities, and it specifies that these arrangements can be exclusive or non-exclusive. It also clarifies that county commissioners, or other state government units, have the authority to decide whether solid waste disposal services are provided through contracts or franchises, with or without competitive bidding, and importantly, it introduces a new provision allowing individuals to choose their own solid waste collection provider for temporary, project-specific needs, as defined by county rules. The bill also makes technical corrections to the existing law and declares an emergency, making its provisions effective on July 1, 2026.
