This bill, concerning the compensation of transportation network company (TNC) drivers in Alaska, mandates that TNCs must pay their drivers at least 90% of the fare charged to riders for prearranged rides. It also establishes specific compensation requirements for drivers who travel more than 10 miles to pick up a rider or after dropping them off. In such cases, TNCs must pay drivers for the distance traveled at a rate equivalent to the optional standard mileage rate for business use set by the U.S. Internal Revenue Service (IRS), and for the time spent traveling at a rate at least equal to Alaska's state minimum wage. Importantly, TNCs are prohibited from using tips (gratuities) paid by riders to offset the compensation they are legally obligated to provide to drivers for this travel time and distance.
