This bill revises how the number of members on local school boards is determined, basing it on district enrollment figures that will be reassessed every ten years by the Kentucky Board of Education. The bill outlines specific enrollment ranges that correspond to a set number of board members, ranging from five for districts with 15,000 students or fewer to fifteen for those with over 75,000 students. If a district's enrollment changes require more board members, those new positions will be filled through elections held during the next regular election, with any immediate vacancies treated as if they were unfilled positions and filled according to existing law (KRS 160.190). Conversely, if a district needs fewer board members, the reduction will occur by not filling positions as terms expire during the next regular election. County school districts will be required to divide themselves into the new number of divisions based on population and voting precincts, and they must report these new divisions to the Kentucky Board of Education and the Legislative Research Commission. The bill also makes conforming changes to other related statutes to align with these new provisions and sets a deadline of December 31, 2026, for the Kentucky Board of Education to make its initial determinations on board sizes.
