This bill expresses the California Legislature's intent to create the California Indigent Defense Commission, a new entity that will be tasked with making sure that legal representation provided to individuals who cannot afford an attorney, known as indigent defense services, meets the required constitutional and professional standards, building upon existing laws that guarantee defendants the right to counsel and require courts to appoint lawyers for those who cannot afford them, and acknowledging the current role of the State Public Defender in improving these services.
