This bill makes several changes to laws concerning juveniles. Firstly, it requires social workers to assess the safety of a minor's home when the minor, residing in a children's residential facility, applies on their own behalf to start juvenile court proceedings. Secondly, it shortens the timeframe for juvenile courts to review a social worker's decision not to file a petition when a minor has applied on their own behalf, requiring the court to act within 14 days of the minor's request for review. Finally, the bill expands eligibility for nonminors (individuals under 21) to petition the court to resume dependency jurisdiction, by removing the requirement that their former guardians or adoptive parents no longer receive benefits on their behalf, and also mandates that certain benefits be suspended if a nonminor enters into a voluntary reentry agreement to re-enter foster care.
