This bill, known as the It Takes a Village Act of 2026, establishes the California Coordinated Neighborhood and Community Services Grant Program, to be administered by the State Department of Social Services or another department within the California Health and Human Services Agency, and funded through appropriations in the state budget. This program aims to reduce child poverty and improve economic mobility for families, particularly those affected by intergenerational poverty, by awarding grants to "eligible entities" which include nonprofit organizations, public or nonprofit higher education institutions, and Indian tribes or tribal organizations, that partner with local educational and social service agencies. These grants will support "place-based partnerships," which can be either "neighborhood partnerships" focused on specific geographic areas or "regional partnerships" that address broader systemic issues across multiple communities, to align and coordinate services such as healthcare, education, housing, and job training. The bill requires the department, in consultation with the State Department of Education, to develop an application process and establish performance standards to measure the program's effectiveness in improving academic, health, and social outcomes for children and families, with grant recipients needing to report annually on their progress and data, disaggregated by various demographic factors. Importantly, any guaranteed income payments provided through this program will not be considered income or assets when determining eligibility for other means-tested state programs.
