Bill Summary

This bill creates the Iowa rural health transformation fund (fund) under the control of the department of health and human services (HHS) consisting of moneys received from the federal rural health transformation program (RHTP). The moneys in the fund are appropriated to HHS for use in accordance with the requirements set forth for the program in the One Big Beautiful Bill Act (OBBBA). Moneys appropriated to the fund are not subject to reversion and any interest or earnings on moneys in the fund are to be credited to the fund. For so long as moneys are expended from the fund, HHS is required to report to the general assembly every fiscal quarter expenditures from the fund for the preceding fiscal quarter, including identifying by city where within the state moneys have been expended. HHS shall transmit a copy of all financial and performance reports submitted to the center for Medicare and Medicaid services of the United States department of health and human services for RHTP pursuant to OBBBA. The bill is repealed October 1, 2032.
