This bill appropriates $3,500,000 from the General Revenue Fund for the West Virginia Special Olympics Program for the fiscal year ending June 30, 2027, to be managed by the Department of Education or another agency designated by the Governor. Of this total, $2,000,000 will be divided equally among West Virginia's 55 counties to fund local Special Olympics activities, events, recruitment, training, volunteer support, and athlete services, with each county receiving approximately $36,363.64. The remaining $1,500,000 will go to the West Virginia Special Olympics state headquarters to cover facility costs, building upgrades, vehicle purchases, equipment, training materials, office technology, and statewide logistical support for events and operations, and can also be used for statewide games, travel, coaching certification, and athlete outreach initiatives. All spending must follow state purchasing rules and is subject to audit, and the organization must submit an annual report to the Joint Committee on Government and Finance detailing expenditures, program growth, athlete participation, and statewide impact.
