This bill removes the expiration date of July 1, 2026, for provisions that prevent the assessment of deductibles and copayments, and the enforcement of monetary caps on certain petroleum cleanup programs, specifically the Petroleum Cleanup Participation Program and the Florida Petroleum Liability and Restoration Insurance Program. It also clarifies that all costs associated with these cleanup activities must be covered by the Inland Protection Trust Fund, which is a state fund established to address contamination from petroleum storage systems, without the possibility of reimbursement or recovery, except in cases where the department is denied site access, costs were incurred before a grace period, or the owner or operator of a petroleum storage system was grossly negligent or intentionally concealed a discharge.
