This bill, known as the "Citizen and State Accountability Act," establishes new procedures for state and local government entities applying for grants. It defines "local government" broadly to include various entities like counties, municipalities, school districts, and other local public authorities. The bill distinguishes between "major grants," which are over $1 million, and "minor grants," which are $1 million or less. For major grants, applicants must submit a comprehensive written analysis to the Governor and the Office of Fiscal Risk and Management at least 60 days before applying, detailing cost-benefit analyses, policy impacts, program effects, compliance mandates, and any necessary legislative changes. For minor grants, the application must be provided to the Governor and the Office of Fiscal Risk and Management one week prior to submission. The Office of Fiscal Risk and Management will then produce a report for the Governor and Legislature assessing compliance and grant impacts, and all grant applications and reports will be publicly accessible. Crucially, the Governor's written consent is required before submitting any major grant application, and the Governor has the authority to prohibit the submission or acceptance of any minor grant. Finally, the bill repeals any conflicting laws.
