This bill authorizes the issuance of up to $1,000,000 in state general obligation bonds, which are essentially loans backed by the full faith and credit of Mississippi, to fund the Mississippi Outdoor Stewardship Trust Fund. These bonds cannot be issued after July 1, 2030. The bill also amends existing law to allow the Mississippi Outdoor Stewardship Trust Fund to receive funds from any source, not just legislative appropriations, and increases the percentage of funds that the Board of Trustees of the Mississippi Outdoor Stewardship Trust Fund and the Department of Finance and Administration can use to cover their administrative expenses from 2% to 3% of the fund's monies. The Mississippi Outdoor Stewardship Trust Fund provides grants for various outdoor recreation, conservation, and land acquisition projects across the state.
