This bill, titled "Closing Parent Education Fund," aims to discontinue the "parent education fund," a special revenue fund previously used to cover the costs of parent education classes for individuals involved in divorce, paternity, support, or custody proceedings with minor children. Instead of remaining in the parent education fund, any remaining money, along with certain fees collected from participants in these classes (up to $25 per person, waived for indigents) and civil penalties imposed for violations of parenting plans (ranging from $100 to $1,000 depending on the offense), will now be directed to the "Family Court Fund," a separate fund established by West Virginia code. The bill also removes a requirement for the administrative office of the Supreme Court of Appeals to report on the effectiveness of parent education programs.
