This bill amends existing Idaho law to change how directors are appointed to several state executive agencies, specifically the Department of Fish and Game, the Idaho Transportation Department, and the Department of Parks and Recreation. Previously, the appointment of these directors might have been made by a board or other entity, but this bill designates the Governor as the appointing authority for all three positions, aligning them with the general process for filling state office vacancies outlined in Section 59-904 of the Idaho Code. This means these director appointments will now require the advice and consent of the Idaho Senate, and the directors will serve at the pleasure of the Governor. The bill also includes provisions for directors appointed before July 1, 2026, to be considered for confirmation by the Senate during the first regular session of the sixty-ninth Idaho legislature, and declares an emergency, setting the effective date of these changes to July 1, 2026.
