This bill establishes the Idaho State Seal of Excellence in Civics Program, a voluntary initiative for school districts and public charter schools to recognize graduating high school students who demonstrate outstanding civic knowledge and engagement. To earn the seal, students must achieve a high GPA in social studies, score at least 90% on the Idaho civics assessment, and complete a civics project, alongside demonstrating civic participation through activities like community service, civic engagement events, approved civic learning programs, or civics-related work experience, and maintaining good attendance and behavior. Participating schools will track eligible students, affix the seal to their diplomas, and note it on their transcripts, with the state providing the insignia and implementation guidance. Schools where 75% or more of graduating seniors earn the seal will be recognized as Idaho Schools of Civics Excellence, and the state department of education will report annually on the program's progress. The bill also declares an emergency, making its provisions effective on July 1, 2026.
