This bill modifies the duties of the Department of Education (DE) regarding electronic systems, requiring the DE director to oversee and approve the use of electronic data processing by school districts, area education agencies (AEAs), and merged areas, which are regional educational service providers. A key provision is the procurement of a comprehensive, statewide data collection system, developed through a request for proposal process, to standardize and facilitate data sharing between student information systems of all school districts, accredited nonpublic schools, and AEAs. This system must ensure data accuracy, confidentiality, and compatibility with existing systems, while allowing educational entities to choose their own student information system providers. Additionally, the bill mandates the modernization of DE's electronic systems and procedures by July 1, 2027, including the deployment of a portal to improve timely financial disbursements and enable communication between DE, other state agencies, and various types of schools, such as charter schools and innovation zone schools, to better identify student needs. The portal will also allow schools to validate data, check enrollments, and access a dynamic data dictionary and calendar, with all data maintained in these systems remaining the property of the submitting educational entity, not the DE.
