Bill Summary
This bill modifies the duties of the department of education (DE) related to electronic systems. The bill requires the director of DE to approve, coordinate, and supervise the use of electronic data and information processing by school districts, area education agencies, and merged areas, including the procurement of a comprehensive, statewide data collection system that must facilitate data collection between the student information systems of all school districts, accredited nonpublic schools, and area education agencies. The director of the department of education is required to procure the comprehensive, statewide data collection system using a process that requires the issuance of requests for proposal. The bill establishes requirements that the data collection system must satisfy. The bill requires that DE modernize its electronic systems and procedures in order to ensure the proper disbursement of moneys in a timely manner and to ensure that DE’s systems are able to communicate with other state agencies, and with school districts, accredited nonpublic schools, charter schools, and innovation zone schools. The modernization must include the deployment of a portal, on or before July 1, 2027, which satisfies requirements established in the bill.
AI Summary
This bill modifies the duties of the Department of Education (DE) regarding electronic systems, requiring the DE director to oversee and approve the use of electronic data processing by school districts, area education agencies (AEAs), and merged areas, which are regional educational service providers. A key provision is the procurement of a comprehensive, statewide data collection system, developed through a request for proposal process, to standardize and facilitate data sharing between student information systems of all school districts, accredited nonpublic schools, and AEAs. This system must ensure data accuracy, confidentiality, and compatibility with existing systems, while allowing educational entities to choose their own student information system providers. Additionally, the bill mandates the modernization of DE's electronic systems and procedures by July 1, 2027, including the deployment of a portal to improve timely financial disbursements and enable communication between DE, other state agencies, and various types of schools, such as charter schools and innovation zone schools, to better identify student needs. The portal will also allow schools to validate data, check enrollments, and access a dynamic data dictionary and calendar, with all data maintained in these systems remaining the property of the submitting educational entity, not the DE.
