Bill Summary

This bill limits the amount a landlord can increase rent on current tenants under residential landlord and tenant agreements and in manufactured home communities or mobile home parks. The bill provides that if a landlord applies a rent increase to the dwelling unit or mobile home space of a current tenant, the percentage increase shall not be greater than either the percentage increase of the consumer price index for all urban consumers in the midwest region over the previous 12 months or the percentage increase of the property value of the premises or the manufactured home community or mobile home park, respectively, as determined by the county assessor for the same period since the last rent increase, whichever is higher. Under current law, a tenant of a mobile home space must be notified in writing of any rent increase at least 90 days before the effective date of the rent increase. The bill requires tenants in dwelling units to be notified of a rent increase in the same manner.

AI Summary

This bill limits how much landlords can raise rent for existing tenants in apartments and mobile home parks. Specifically, any rent increase for a current tenant's dwelling unit or mobile home space cannot be more than the higher of two figures: either the percentage increase in the Consumer Price Index (CPI) for all urban consumers in the Midwest region over the past 12 months, or the percentage increase in the property's value as assessed by the county for the same period since the last rent hike. Additionally, the bill mandates that tenants in apartments, similar to those in mobile home parks, must receive written notice of any rent increase at least 90 days before it takes effect.
