This bill modifies the definition of a "chemically dependent person" for the purposes of civil commitments, which are legal processes to involuntarily confine individuals who pose a danger to themselves or others due to substance abuse. Specifically, the bill removes language that previously included pregnant women who habitually or excessively used certain substances like opium, cocaine, heroin, methamphetamine, amphetamine, tetrahydrocannabinol (THC, the psychoactive compound in cannabis), or alcohol for non-medical purposes as automatically qualifying under this definition. The change is effective the day after it is officially enacted into law.
