This bill establishes new "winter sports conservation special license plates" for various vehicles, including passenger cars, pickup trucks, motorcycles, and recreational vehicles, requiring applicants to pay standard registration fees, additional special plate fees, and a contribution to a new "winter sports conservation account." The plates will feature the phrase "WINTER SPORTS CONSERVATION," and can be transferred to other qualified vehicles owned by the same person for a fee. Money collected in the winter sports conservation account will first cover administrative costs for the commissioner of public safety, and then the remaining funds will be appropriated to the commissioner of natural resources, with 50% dedicated to grants for snowmobile trail development and maintenance, and the other 50% for "Keep It Clean MN" to support efforts in reducing waste on ice. This new law will take effect on January 1, 2027, for plates issued on or after that date.
