This bill establishes a community-based pedestrian safety program, appropriating funds for its implementation and related activities. The program, to be administered by the commissioner of transportation, will focus on roadway improvements identified by local communities to enhance pedestrian and traffic safety. Eligible applicants for funding include political subdivisions and federally recognized Indian Tribes with jurisdiction over the project highway or corridor. Projects must demonstrate local community support, such as through a petition signed by a percentage of residents, and utilize safety design solutions developed by the Advisory Council on Traffic Safety. The Advisory Council on Traffic Safety will also be responsible for developing a collection of safety design standards and guidance for common pedestrian safety scenarios, and will advise the governor and state departments on traffic safety policies and programs. The bill also appropriates money from the general fund for both the pedestrian safety program and the development of these safety design solutions.
