This bill authorizes Winona State University to undertake significant improvements by appropriating $78,900,000 from the bond proceeds fund for the demolition and removal of Gildemeister and Watkins Halls, and for the design, construction, furnishing, and equipping of a new academic building. This new building is intended to feature flexible classroom, laboratory, and studio spaces and will incorporate environmentally friendly, sustainable building practices. To secure the necessary funds, the commissioner of management and budget is directed to sell and issue state bonds, up to the amount of $78,900,000, in accordance with established state laws and constitutional provisions governing bond sales.
