This bill expands the responsibilities of the Bureau of Criminal Apprehension's Use of Force Investigations Unit to include investigating incidents involving federal agents, specifically those employed by the U.S. Department of Homeland Security, U.S. Immigration and Customs Enforcement, U.S. Customs and Border Protection, or U.S. Citizenship and Immigration Services. The bill amends existing law to define "federal agent" and to include them in the definition of "officer-involved death," which refers to a death resulting from the use of force by a peace officer or, now, a federal agent while on or off duty but acting within their law enforcement duties. Furthermore, the unit will now be required to investigate criminal sexual conduct cases involving federal agents, in addition to their existing duties related to peace officers and members of the Minnesota National Guard.
