This bill establishes a one-time emergency rental assistance program for counties and Tribal governments in Minnesota, appropriating $44,000,000 for counties and $6,000,000 for Tribal governments in fiscal year 2026 from the general fund. The funds will be distributed to counties based on a formula used for certifying aids in 2026, and Tribal governments will receive an equal share of their allocated funds. Both counties and Tribal governments must use this money exclusively for rental assistance to eligible recipients, defined as households with incomes at or below 200 percent of the federal poverty level, who are Minnesota residents, and are experiencing or are at imminent risk of homelessness due to a housing crisis. The aid must be spent within 180 days of receipt, with any unspent funds returned to the commissioner of revenue and canceled to the general fund. The administration of this rental assistance can be handled by the same entities authorized to manage family homeless prevention and assistance programs.
