This bill modifies provisions related to educational stability for children in foster care by requiring child-placing agencies to consider a child's school attendance area when making placement decisions and granting foster care children the right to remain in their school of origin or return to a previous school. It extends the timeframe for determining a child's best educational interest from ten to thirty days, or sixty days during the summer, and establishes that if this determination isn't made within that period, the child's current residence school district is considered in their best interest, particularly if the distance to their previous school is over thirty miles (or thirty-five miles for those receiving services from a special school district). The bill also mandates that school districts accept coursework completed in other schools, ensures diplomas are issued to students under juvenile court jurisdiction who meet graduation requirements, and prevents grades from being lowered due to absences related to court decisions or activities. Furthermore, school districts are authorized to share student records with child-placing agencies to aid in educational case management and placement.
