This bill allows counties in West Virginia to optionally use countywide voting centers on election day instead of traditional precinct-specific polling places, provided the county uses electronic poll books. If a county chooses this option, any registered voter in that county can cast their ballot at any designated voting center within the county. These voting centers must be geographically distributed to serve the population, comply with accessibility laws, and use electronic poll books that update voter records in real-time to prevent duplicate voting. The bill also outlines requirements for public notice of voting center locations, including newspaper publication and mailings to registered voters, and details administrative procedures for these centers, such as appointing receiving boards, maintaining ballot records, and transmitting voted ballots for canvassing. Importantly, the establishment of precinct boundaries for purposes like voter registration and redistricting remains unaffected. The Secretary of State is empowered to create rules and guidance for implementing these countywide voting centers. Additionally, counties utilizing electronic poll books and countywide voting centers may designate early in-person voting locations as countywide voting centers for election day use, without extending the early voting period.
