It also modifies provisions regarding the city's undesignated fund balance, which is money not specifically allocated for a particular purpose in the budget; after the fiscal year audit, unexpended funds can be kept as an undesignated fund balance if the City Council approves, but this balance is now capped at 10 percent of the city's general fund budget expenses for the most recent voter-approved fiscal year, with any excess funds required to be used to reduce the tax rate in the following budget.
