This bill authorizes licensed off-premises liquor and wine stores to obtain a new permit allowing them to sell "low potency cannabis beverages," which are defined as single-use drinks containing no more than 5 milligrams of THC (tetrahydrocannabinol, the psychoactive compound in cannabis). These beverages must be manufactured by New York state adult-use cannabis licensees. The bill also establishes new taxes on the sale of these low potency cannabis beverages, with specific allocations for tax revenue, including funds for the state liquor authority, small businesses and social equity applicants, trade practice oversight, local municipalities, and the general cannabis revenue fund. Importantly, these cannabis beverages must be kept separate from alcoholic beverages on the licensed premises, and sales to individuals under 21 years old are prohibited, with violations carrying penalties similar to those for selling alcohol to minors.
