This bill establishes a Public Transit Workplace Health, Safety and Violence Prevention Committee, composed of public transit bus operators and management representatives from each transit district, to develop and revise protocols for addressing workplace issues, including passenger pick-up and drop-off, employee health and safety, risk reduction, reporting procedures for violence and unsafe conditions, data collection, and training programs. The committee, which will be within the Department of Transportation for administrative purposes, is tasked with adopting an initial plan by January 1, 2028, and reviewing it annually thereafter, with any disputes to be resolved through mediation. Furthermore, the bill mandates that by October 1, 2027, all public transit buses operated by the Department of Transportation or a transit district must be equipped with a "security barrier," defined as a protective partition made of durable, bulletproof materials that fully encloses the operator's workstation while maintaining visibility and communication, and the Department of Transportation and transit districts must collaborate on the design, procurement, and installation of these barriers, as well as panic buttons and signage informing the public about penalties for crimes against operators.
