This bill, effective July 1, 2028, amends existing state law to officially designate the Commissioner of Education as the "department head" of the Department of Education, a role that oversees and administers the department's activities. Previously, the law referred to the State Board of Education in this capacity, and the Commissioner's appointment process was also altered to be directly by the Governor, rather than recommended by the Board. The bill clarifies that the Commissioner, as the department head, will now be responsible for organizing the department, creating and abolishing its units, and adopting necessary regulations, effectively consolidating administrative authority under the Commissioner.
