This bill authorizes the issuance of "Invisible Disability" license plate decals for motor vehicles in Alabama, defining an invisible disability as a physical or mental condition that may hinder communication with first responders, including conditions like autism spectrum disorder, traumatic brain injury, Alzheimer's disease, PTSD, and various cognitive or developmental disabilities. Vehicle owners or their primary caretakers diagnosed with such a condition can obtain a special decal along with their chosen license plate by applying to the appropriate official, complying with registration laws, paying standard license plate fees, and providing a physician's diagnosis as proof of eligibility. The validity of these decals will align with the regular license plate reissuance schedule, and while these decals acknowledge an invisible disability, they do not grant access to special parking spots unless the individual also possesses a separate disability parking permit or placard. Kulturecity, Incorporated will be responsible for designing the decal, subject to approval by the Commissioner of Revenue, and the bill is set to become effective on January 1, 2027.
