This bill establishes a program called the "Student Teacher Investment and Professional Educator Network for Development," or STIPEND program, which will begin on July 1, 2026, and requires the Department of Education to provide funds to teacher preparation programs for student teachers gaining experience in public schools. These funds will be disbursed as a stipend of one thousand dollars per week for each student teacher's experience, with teacher preparation programs responsible for distributing these stipends and recouping funds on a pro rata basis for any uncompleted weeks of student teaching. Furthermore, the bill mandates that the Department of Education track the employment of student teachers who receive stipends for at least three years after graduation, and will seek reimbursement of at least fifty percent of the total stipends received if a student teacher is not employed as a certified teacher in a public school for at least two years after completing their program. Finally, the Department of Education will report annually to the General Assembly on the employment rates of these student teachers in public schools.
