This bill establishes a "Triple Bottom Line Justice" (TBLJ) demonstration pilot program, which aims to address community health, environmental, and economic challenges by integrating evidence-based practices, the rule of law, and community involvement. The program will focus on "Brownfields to Healthfields" (B2H), a method for redeveloping polluted areas into community assets, and the use of "ICD-10 Z codes," which are specific medical codes used to document social, economic, and environmental factors affecting health. The Commissioner of Public Health, working with the Commissioner of Energy and Environmental Protection, will set up this pilot program in a large city and contract with a local community organization to run it, with the goal of developing educational materials from the B2H process, exploring how ICD-10 Z codes can help secure more resources for communities facing environmental and climate issues, and demonstrating the combined environmental, health, and economic benefits of B2H, including potential cost savings for the state. The bill also mandates efforts to increase the use of relevant ICD-10 Z codes in health insurance claims and requires educational programs for healthcare providers and others on their use, with reports to the General Assembly on the program's progress and findings, and the pilot program is set to conclude by January 1, 2028, or upon the issuance of a final report.
