AI Summary

This bill aims to enhance protections for residents of mobile manufactured home parks by requiring regional councils of governments to establish fair rent commissions in municipalities with such parks, ensuring a mechanism for rent oversight. It also mandates that mobile manufactured home park owners provide a comprehensive disclosure statement detailing all payments a resident owes, including fees and penalties, not just rent. The bill modifies relocation expenses for residents who must move due to park closure or land use changes, increasing the potential compensation. Furthermore, it adjusts the process and terms for resident owner associations seeking to purchase their mobile manufactured home park, strengthening their rights. The Department of Consumer Protection will be required to promptly acknowledge complaints from park residents, and park owners must now provide at least ninety days' written notice before implementing a rent increase, giving residents more time to prepare for changes.
