This bill, effective July 1, 2026, clarifies eligibility for the paraeducator health care subsidy program by expanding it to include paraeducators employed in any public school, not just those employed by local or regional boards of education, and explicitly states that this includes charter schools. The program, managed by the Comptroller, will provide a subsidy to paraeducators who open a health savings account or are eligible for Medicare and enrolled in a high-deductible health plan, with the subsidy amount tied to a percentage of the health plan's deductible, minus any employer contributions to health savings or reimbursement accounts. Additionally, for the fiscal year ending June 30, 2027, and each year thereafter, the Comptroller will also provide a subsidy to local or regional boards of education that offer health benefit plans or partnership plans (which are defined as plans with the same meaning as provided in a specific state statute) to their paraeducators and their dependents, with this subsidy not exceeding ten percent of the total premium cost and intended to offset the employee's share of the premium.
