This bill, amending Georgia law concerning municipal corporations, introduces a new provision that requires municipalities to calculate and separately itemize the "costs of governmental affairs activities" on each property tax bill. "Costs of governmental affairs activities" are defined broadly to include all expenses related to influencing or opposing government actions at any level, such as salaries of employees involved in these activities, payments to contractors, organizational dues, and supplies. "Governmental affairs activities" themselves are defined as any actions taken to support or oppose government action or influence government officials. Crucially, the bill makes the portion of the tax bill representing these governmental affairs costs optional for taxpayers to pay; taxpayers will be notified on their tax bill that they can deduct this amount and pay only the remaining taxes without penalty, and the tax bill will be designed to facilitate this deduction.
