This bill, known as the Georgia Public School Excellence and Stability Act, establishes a grant program called the Georgia Public School Excellence and Stability (GPSES) grant program. This program aims to provide funding to local school systems and individual public schools that are identified on a specific list of schools. The grants can be used for two main purposes: first, to fund tutorial and other educational services for students that are grade-level appropriate, aligned with state standards and the science of reading, and include tracking student progress; and second, to provide salary supplements of up to $5,000 per school year to teachers and school administrators who have more than three years of experience and are starting a new contract at one of these identified schools, with eligibility for up to three consecutive years as long as they receive satisfactory performance evaluations. The bill also clarifies that student residency qualifications for promise scholarship accounts remain unchanged, and the entire program is contingent upon specific appropriations being made for these purposes.
