This bill revises how vacancies in the office of mayor or councilor in Columbus, Georgia, are filled. If a vacancy occurs more than 90 days before a general election where a successor would normally be elected, a special election will be held to fill the remainder of the term, following the Georgia Election Code (O.C.G.A. Title 21, Chapter 2). However, if the vacancy happens 90 days or less before such a general election, the remaining council members will vote to appoint someone to serve out the unexpired term. Any person appointed or elected must meet the same qualifications as someone running for a full term. Additionally, if the mayor's office becomes vacant, the mayor pro tempore will serve as acting mayor with all the mayor's powers and duties until a successor is elected and qualified. If the mayor's vacancy occurs 90 days or less before a general election, the mayor pro tempore will automatically succeed to the office for the rest of the term, and their former council seat will be filled according to the provisions of this bill.
