This bill establishes the Regional Early Action Planning Fund, a state fund to provide one-time grants to regional planning bodies, known as councils of governments or regional entities, and local governments (cities and counties, referred to as jurisdictions). The purpose of these grants is to help these entities prepare for and meet the requirements of the 7th and subsequent cycles of the Regional Housing Needs Assessment (RHNA), which is a state process that determines the existing and projected need for housing in each region. The funds can be used by regional bodies for activities like improving RHNA methodology, and by jurisdictions for housing-related planning, such as updating local zoning documents, improving permitting processes, conducting infrastructure planning to support new housing, and establishing housing trust funds. The bill also requires the Department of Housing and Community Development to issue guidelines for the program, which will be exempt from standard state rulemaking procedures.
