This bill would require California community college districts to allow faculty members who departed the United States on or after January 1, 2027, due to immigration enforcement actions by the Department of Homeland Security (DHS), or who left voluntarily due to the threat of such enforcement, or who were denied reentry after a brief trip abroad, to continue performing their teaching and professional duties remotely through distance education or other online methods, provided they attest to the reason for their departure and the arrangement is consistent with federal law. This new requirement, which aims to support faculty in situations where immigration enforcement might disrupt their ability to work, is considered a state-mandated local program, meaning the state would be responsible for reimbursing community college districts for any associated costs if the Commission on State Mandates determines such costs exist.
